Banking Regulation Review: near-term plans and implemented initiatives
By the end of this year, the Bank of Russia plans to hold discussions with market participants regarding new requirements for credit analysis in loan loss provisioning. The main innovation is the introduction of quantitative indicators that take into account borrowers’ debt burden. These changes are meant to improve the accuracy of risk assessment for highly leveraged companies with a limited debt-servicing capacity. The changes are expected to take effect on 1 July 2027.
In addition, the Bank of Russia will publish the results of the discussion of the consultation paper setting out the concept for supervisory stress testing (SST), with clarifications regarding certain methodological aspects and a description of approaches to the qualitative assessment of SST results. Next year, the Bank of Russia plans to begin amending the relevant legislative framework and drafting regulatory acts providing for the incorporation of SST into banking regulation.
As part of the key initiatives that have already been implemented, the Bank of Russia has:
- completed the regulatory impact assessment for a draft regulation establishing the procedure for calculating the ratios that will limit credit institutions’ risks arising from transactions with digital currencies
- adopted a decision reducing the burden on banks’ capital when lending to projects protecting critical infrastructure
- prepared for registration a draft regulation setting out the procedure for calculating a risk-sensitive limit on banks’ investments in immobilised assets and ecosystems.
More details are available in the Banking Regulation Review for 2026 Q3.
