Banks enabled to save capital when lending to critical infrastructure protection projects

On 29 September 2026, the Bank of Russia Board of Directors authorised banks to apply risk weight reduction factors when calculating credit risk on loans issued to finance projects aimed at ensuring protection of critical infrastructure facilities1 from aerial attack threats. The risk weight reduction factors are set at:

  • 30% for investment-grade borrowers; and
  • 50% for other borrowers.

Banks are also permitted not to apply macroprudential add-ons to such credit exposures.

The decision covers borrowers that are legal entities as well as regions and municipalities and will be in effect from the date of its publication through 31 December 2026.

Banks will be able to save capital when lending to such projects within the limit set for projects of technological sovereignty and structural adaptation of the economy (TS and SAE projects). The available limits in these areas are sufficient for subsidised financing of both TS and SAE projects and activities to protect critical infrastructures.

These measures will expand banks’ potential to finance critical infrastructure protection projects. In turn, the implementation of such projects will help mitigate borrowers’ credit risks and financial stability risks associated with disruptions to the uninterrupted operation of critical infrastructures.

In the future, these measures may be incorporated into permanent regulation.
