Digital biometric identification

Digital biometric identification is a solution that allows individuals to receive financial services remotely from different banks after they confirm their identity using biometric personal data (face and voice recognition).

About the project

The Bank of Russia developed the digital biometric identification system in the context of the implementation of the Guidelines for Financial Technology Development for 2018-2020.

The creation and development of the digital biometric identification platform means that financial services can be digitalised, financial inclusion can be increased making financial services accessible for, among others, disabled, elderly and physically challenged consumers, and that competition in the financial market can be raised.

The launch of the digital biometric identification system required that regulations should be elaborated and a technological infrastructure should be created, including the Unified Biometric System which, together with the Unified System of Identification and Authentication (USIA), will ensure reliable customer identification.

The procedure is free and voluntary for consumers and subject to their consent.

The digital biometric identification system was launched on 30 June 2018. Since that day, as the relevant IT structure has become ready, banks have gradually set up their biometric data collection processes.
