The Order of Glory was established by the Decree of the Presidium of the Supreme Soviet of the USSR on 8 November 1943 for awarding enlisted personnel, and all grades of non-commissioned, petty and warrant officers of the Red Army. The Order was awarded only for personal merit and had three classes. The Order is not included in the award system of the Russian Federation.

The badge of the Order is a five-pointed star measuring 46 mm between opposite points. The surface of the star's rays is convex. The star's obverse features a 23.5 mm circular medallion in the middle with a relief image of the Kremlin's Spasskaya Tower in the centre. There is a laurel wreath around the circumference of the medallion. At the bottom of the medallion, there is the convex inscription ‘СЛАВА’ (GLORY) on a red enamel ribbon. The reverse of the Order features a 19 mm circle with the relief inscription ‘CCCP’ (USSR) in the middle. The star and the circle on the obverse have convex borders.

The Order’s 1st class badge was made of 950 fine gold, the Order’s 2nd class badge was made of silver with the gilt central medallion featuring the image of the Kremlin's Spasskaya Tower, and the Order’s 3rd class badge was made entirely of silver.

Officially, the first full cavaliers of the Order of Glory were Lance Corporal Mitrofan Pitenin and Senior Sergeant Konstantin Shevchenko (Decree of the Presidium of the Supreme Soviet of the USSR, dated 22 July 1944).
