Online claim handling in CMTPLI: information exchange procedure
The Bank of Russia has developed a procedure for communication between people involved in road accidents and insurers in the course of electronic claim settlement in compulsory motor third party liability insurance (CMTPLI) — all insurers must launch this service since 1 January 2025.
The draft ordinance stipulates how road accident participants should provide electronic documents to insurers and together schedule the inspection and independent technical examination if needed.
Electronic claim settlement is envisaged by a law to become effective on 15 July 2023. Since then, insurance companies will be obliged to offer such option when preparing documents on a road accident according to the European Accident Statement, with the application to be submitted through the Public Services Portal. Insurers will also be able to launch a comprehensive platform for online claim handling at their discretion. As before, it will be possible to receive an insurance payment by visiting the insurance company’s office.
Additionally, the Bank of Russia has released draft ordinances establishing the procedure for information exchange in other mandatory insurance segments. These documents will help insurers start preparations for the innovations and enhance their information systems.
