Measures to support microfinance institutions in 2025

To support microfinance institutions and maintain lending capacity, the Bank of Russia plans to extend regulatory easing for microfinance organisations (MFOs) and consumer credit cooperatives (CCCs) through 31 December 2025. They are permitted not to treat outstanding microloans of borrowers who participated in the special military operation as restructured microloans when provisioning.

Also, the regulator intends to extend through 31 December 2025:

  • the right of MFOs and CCCs not to disclose information set out in the decisions of the Bank of Russia Board of Directors, dated 22 December 2023 and 26 December 2023;
  • the use of the list of offshore zones approved by the decision of the Bank of Russia Board of Directors, dated 22 December 2023, in the assessment of persons entitled to dispose of MFO shares (stocks) directly or indirectly.

The Bank of Russia does not plan to extend after 31 December 2024 the easing introduced in 2022 allowing MFOs not to treat outstanding microloans of borrowers affected by sanctions as restructured microloans when provisioning.
