Andrey Dynko appointed as Director of Market Services Department

By the Order of the Bank of Russia Governor, effective 14 September 2026, Andrey Dynko has been appointed as Director of the Market Services Department of the Bank of Russia.

Andrey Dynko has been working in major Russian and international financial organisations for over 20 years. He possesses deep expertise in operational processing, including technological transformation of services, management of automated banking systems and operational resilience, and engineering of target operating models.

Before joining the Bank of Russia, Andrey Dynko led the operations function at Raiffeisenbank and was responsible for automating settlement and accounting processes. Earlier, he worked at VTB Capital and operating divisions of other companies. Andrey Dynko started his career at the Federal Commission for the Securities Market of Russia in the Central Federal District.
