Bank of Russia extends recommendations for creditors to restructure loans to businesses in regions with medium response level
The Bank of Russia has extended the support measures for small and medium-sized enterprises (SMEs) seeking debt restructuring into 2026. Specifically, the regulator recommends accommodating the requests of SMEs operating in the Russian regions with the medium response level.
If an entrepreneur requests a creditor to change the terms of the loan agreement, the creditor is advised to suspend the fulfilment of obligations thereunder for a period agreed upon with the borrower. After that, the creditor should promptly send a new repayment schedule to the client without charging any fines or penalties.
In addition, the Bank of Russia recommends excluding such restructured loans from the calculation of borrowers’ individual credit ratings and advises credit history bureaus not to downgrade the credit histories of such borrowers.
