On results of inspection of financial standing of CB Talmenka-bank held by provisional administration
The provisional administration to manage Commercial Bank Talmenka-bank Limited Liability Company, appointed by Bank of Russia Order No. OD-107, dated 23 January 2017, following the revocation of its banking licence, has established undervalued credit exposure related to loans extended to a number of borrowers.
Furthermore, in the course of examination of the bank’s financial standing the provisional administration has found transactions concluded by its former management and owners to be indicative of the intention to siphon off assets, misappropriation of funds or theft of property, for a total amount of about 780 million rubles.
The provisional administration estimates the value of CB Talmenka-bank assets to be no more than 0.5 billion rubles, whereas its liabilities to creditors amount to 1.7 billion rubles, including 1.2 billion rubles to individuals.
On 31 March 2017, the Arbitration Court of the Altai Territory recognised the Bank as insolvent (bankrupt). The State Corporation Deposit Insurance Agency was appointed as a receiver.
The Bank of Russia submitted the information on financial transactions bearing the evidence of criminal offence conducted by the former management and owners of CB Talmenka-bank to the Prosecutor General’s Office of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Investigative Committee of the Russian Federation for consideration and procedural decision making.
