On results of inspection of financial standing of JSCB ENISEY (PJSC) held by provisional administration
The provisional administration to manage JSCB ENISEY PJSC appointed by Bank of Russia Order No. OD-370, dated 9 February 2017, following the revocation of its banking licence, in the course of inspection of the bank’s financial standing has revealed operations aimed at moving out the bank’s assets through assignments of claims on loans to individuals and legal entities totalling over 7 billion rubles. The bank’s former management failed to provide to the provisional administration the originals of assignment and loan agreements acquired by JSCB ENISEY PJSC through the assignment of claims.
Moreover, the provisional administration revealed operations bearing evidence of hiding misappropriation or embezzlement of 2.2 billion rubles.
The provisional administration estimates the value of JSCB ENISEY PJSC assets to be no more than 1.1 billion rubles, whereas its liabilities to creditors amount to 5.8 billion rubles, including 3.6 billion rubles to individuals.
On 13 April 2017, the Arbitration Court of the Krasnoyarsk Territory recognised the bank as insolvent (bankrupt). The State Corporation Deposit Insurance Agency was appointed as a receiver.
The Bank of Russia submitted the information on financial transactions bearing the evidence of the criminal offence conducted by the former management and owners of JSCB ENISEY (PJSC) to the Prosecutor General’s Office of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Investigative Committee of the Russian Federation for consideration and procedural decision making.
