On updating ratings assigned to assets eligible for calculating capital of professional securities market participants

To ensure the comparability of ratings assigned to assets eligible for calculating capital of professional securities market participants according to the requirements of Bank of Russia Regulation No. 548-P, dated 19 July 2016, ‘On the Procedure for Calculating the Capital of Professional Securities Market Participants and Also of Applicants for Professional Securities Market Participant’s Licence’ (hereinafter, the Regulation No. 548-P), the Bank of Russia Board of Directors decided to downgrade minimum ratings assigned by the Analytical Credit Rating Agency (joint-stock company) (ACRA JSC) in line with Regulation No. 548-P.

Thus, the minimum required rating assigned to a surety or guarantor for a financial claim, an obligor, issuer (issue) of bonds, surety or guarantor for a bond issuer (issue) has been set at “BBB+(RU)” according to the classification of ACRA JCS.

With regard to the funds deposited by professional participants at credit institutions before 1 July 2017, the minimum required rating assigned by ACRA JSC is set at “BB+(RU)”, and for funds placed after 1 July 2017, this rating is also set at “BBB+(RU)”.

To match the said requirements over the transitional period till 1 July 2017, the minimum required ratings of the international rating agencies (on international and national scales) have also been downgraded compared with ratings specified by the existing decision of the Bank of Russia Board of Directors.

Additionally, ratings assigned by the joint-stock company Rating Agency Expert RA (JSC Expert RA) have also been updated. With regard to a surety or guarantor for financial claims, obligor, bond issuer (issue), surety or guarantor for bond issuer (issue) the minimum credit rating assigned by Expert RA is set at “A+(I)”. Over the transitional period through 1 July 2017, the rating assigned to funds in bank accounts is set at “A(I)”.
