On results of inspection of financial standing of CB NEFTYANOY ALLIANCE (PJSC) held by provisional administration

The provisional administration of the credit institution CB NEFTYANOY ALLIANCE (PJSC), appointed by Bank of Russia Order No. OD-641, dated 14 March 2017, due to the revocation of its banking licence, revealed operations aimed at diverting assets through bank guarantee payments to third parties without their subsequent repayment, and through assigning real estate owned by the bank.

Also, the former bank management has failed to submit to the provisional administration originals of some agreements (including loan agreements the bank executed with borrowers to a total of about 7.7 billion rubles).

The provisional administration estimates that the value of CB NEFTYANOY ALLIANCE (PJSC) assets does not exceed 0.4 billion rubles, whereas its liabilities to creditors amount to 7.6 billion rubles, including 3.5 billion rubles owed to individuals.

On 6 July 2017, the Court of Arbitration of the city of Moscow ruled to recognise the credit institution CB NEFTYANOY ALLIANCE (PJSC) bankrupt. The State Corporation Deposit Insurance Agency was appointed as a receiver.

The Bank of Russia submitted the information on financial transactions bearing the evidence of the criminal offence conducted by the former management and owners of the credit institution CB NEFTYANOY ALLIANCE (PJSC) to the Prosecutor General’s Office of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the Investigative Committee of the Russian Federation for consideration and procedural decision making.
