Information on setting control values of required ratios for central counterparties

Bank of Russia has decided as follows:

  1. Based on Clause 8.2 of Bank of Russia Instruction No. 175-I, dated 14 November 2016, ‘On Banking Transactions of Non-bank Credit Institutions — Central Counterparties, on Required Ratios of Non-bank Credit Institutions — Central Counterparties and the Specifics of Exercising Supervision of Their Compliance by the Bank of Russia’, the Bank of Russia establishes the following criteria of the importance of changes in financial market conditions (hereinafter, the criteria):
    • imposition or a threat of imposition by a foreign state, a state association and (or) union, and (or) a state (interstate) institution of a foreign state, or a state association, and (or) union of restrictions against clearing members (clients of clearing members) — residents of the Russian Federation;
    • refusal or a threat of refusal to process payments on the accounts of clearing members — residents of the Russian Federation opened with foreign banks-counterparties;
    • restriction or a threat of restriction of access to foreign currency assets owned by clearing members (clients of clearing members) — residents of the Russian Federation;
  2. Occurrence of an event confirming to at least one of the criteria described in paragraph 1 of this decision can be sufficient for applying corresponding measures provided for by Clause 8.2 of Bank of Russia Instruction No. 175-I, dated 14 November 2016, ‘On Banking Transactions of Non-bank Credit Institutions — Central Counterparties, on Required Ratios of Non-bank Credit Institutions — Central Counterparties and the Specifics of Exercising Supervision of Their Compliance by the Bank of Russia’ to set control values for central counterparties.
