On securities issue

On 6 October 2014, the Bank of Russia took the following decisions:

To suspend the issue of series 01, 02, 03 and 04 non-convertible interest bearing certified bearer bonds of the open joint-stock company RUSAL Krasnoyarsk Aluminum Smelter placed through public subscription, the state registration numbers of issues are 4-01-00247-А, 4-02-00247-А, 4-03-00247-А, and 4-04-00247-А dated 6 September 2012.

To resume the issue and to register a report on the results of the additional issue of ordinary registered uncertified shares of the open joint-stock company United Heavy Machinery Plants (Uralmash-Izhora Group) placed through private subscription, the state registration number of the additional issue is 1-01-30174-D-007D.

To resume the issue, to register an issue and a prospectus of series 27 convertible interest bearing certified bearer bonds of the open joint-stock company TransFin-M placed through private subscription.

To assign state registration number 4-01-50156-А to the issue of securities.

To register an issue and a prospectus of series 01 non-convertible interest bearing certified bearer bonds of Special Purpose Company Structural Investments 1, limited liability company, placed through public subscription.

To assign state registration number 4-01-36451-R to the issue of securities.
