On meeting of Council of Governors of EurAsEC Central (National) Banks

On 2-4 October 2014, the Council of Governors of EurAsEc Central (National) Banks (hereinafter, the Council) held the 31st meeting in Sochi.

The Council meeting was attended by the Deputy Governor of the Central Bank of the Russian Federation Mikhail I. Sukhov, Deputy Chairman of the Board of the National Bank of the Republic of Belarus Sergei V. Kalechits, Deputy Governor of the National Bank of the Republic of Kazakhstan Oleg A. Smolyakov, Deputy Chairman of the National Bank of the Kyrgyz Republic Nurbek Zh. Zhenish, First Deputy Chairman of the National Bank of Tajikistan Jamshed Z. Yusufiyon, senior officials of EurAsEc central (national) banks and the Interstate Bank.

The Council meeting considered, inter alia, the condition of balances of payments and the dynamics of international reserves of the EurAsEc states; introduction of Basel III in the banking practice; the arrangement of joint supervision (oversight)/monitoring over the payment systems by the central (national) banks; the regulator’s requirements for risk management in the payment systems performing cross-border money transfers within the EurAsEc.

The Council discussed the implementation of the Agreement on Cooperation in Organising the Integrated Currency Market of EurAsEc States, the Concept for Currency Cooperation, and the Programme of Activities of the Council of Governors of EurAsEc Central (National) Banks for 2015-2016.

The Council meeting decided to hold a repeated survey among the EurAsEc central (national) banks on the introduction of capital and liquidity standards in compliance with Basel III in the second six months of 2016.

The EurAsEc central (national) banks are also advised to hold consultations on compiling the statistics of ‘personal remittances’ and risk management in the payment systems performing cross-border money transfers within the EurAsEc.

The next meeting of the Council of Governors of EurAsEc Central (National) Banks is to be held in the first six months of 2015 in the Republic of Tajikistan.
