Bank of Russia registers first self-regulatory organisation in digital rights market

The National Association of Securities Market Participants (NAUFOR) has become the first self-regulatory organisation (SRO) of operators of information systems used for issuing digital financial assets (hereinafter, information system operators, or ISOs). The Bank of Russia has included this information in the unified register of SROs operating in the financial market.
Therefore, the ISOs included in the relevant Bank of Russia register are under a statutory obligation to join the ISO SRO within 180 days. For ISOs entering the market after 1 September 2026, this timeframe will be 90 days from the date of their inclusion in the register.
As of today, there are 25 ISOs on the Bank of Russia register.
