How to join Bank of Russia register to operate in cryptocurrency market
The Bank of Russia has established the procedure for admitting digital depositories, cryptocurrency exchanges, and operators of information systems used for issuing digital financial rights (information system operators, ISOs) to the cryptocurrency market. All of the above entities should be included in relevant resisters.
The Regulation sets out qualification requirements for members of management bodies and certain officers of digital depositories, cryptocurrency exchanges, as well as ISOs, specifies the documents to be submitted for admission, and lays down the procedure for the Bank of Russia to decide on entering data into the registers. Furthermore, the document contains specific aspects of simplified admission to the cryptocurrency market for existing market players who will apply for registration as a digital depository or a cryptocurrency exchange.
The Ordinance regulates the procedure for the Bank of Russia to keep and update the registers and to publish the register information on its website.
The regulations have been registered with the Russian Ministry of Justice and come into force from 5 October 2026.
