Bank of Russia changes rules for calculating repair costs under CMTPLI
The new procedure for compiling price guides for spare parts and auto consumables will come into force on 11 July 2026. Insurers compute payments under compulsory motor third-party liability insurance (CMTPLI) policies relying on average prices specified in these guides. The updated guides are to be approved by the Russian Association of Motor Insurers within three months.
According to the relevant Bank of Russia ordinance, the calculation of the average price of a spare part will not factor in prices for similar aftermarket parts if the latter are 70% cheaper than the original component, while the average price of consumables will be determined excluding any discounts. Additionally, the repair cost calculation will now include expenditures on single-use parts, e.g. seals, adhesives, etc., in full amount. The current limit is no more than 2% of prices for spare parts being replaced, due to which insurance payments do not always fully cover expenses associated with these parts.
As a result of these changes, the average payout under a CMTPLI policy is expected to rise by 10%.
