Borrowers with two or more children to become eligible for mortgage holidays
Borrowers will become eligible for mortgage holidays based on a new criterion – the birth or adoption of a second child and subsequent children. The relevant law has been adopted by the State Duma today.
The maximum term of mortgage holidays for this category of households may reach 18 months, as compared to six months granted on other grounds. During repayment holidays, no fines or penalties are charged, and lenders may not foreclose on collateral or appeal to sureties. However, from the seventh to the eighteenth month, the amount of total repayments under a mortgage agreement might increase.
The new rule will support people facing temporary financial difficulties and reduce risks to creditors’ financial resilience. The law takes effect on 1 September 2026. It will also apply to mortgage agreements concluded before the above date.
