Consultation paper: raising minimum capital requirements for banks

The Bank of Russia suggests raising minimum capital requirements for banks with a universal licence from ₽1 billion to ₽3 billion and for those with a basic licence from ₽0.3 billion to ₽1 billion. Minimum capital requirements for banks have not changed since their establishment in 2018. Over this period, banks have scaled up their business activity quite significantly, operations have become more complex, and the need for large investment in information technology has arisen.

For existing banks, it is proposed to introduce new requirements gradually during 2028–2030 according to the following schedule:

New banks that will get the licence after 1 January 2028 will have to immediately comply with the 2030 target requirements.

Furthermore, the Bank of Russia assesses the usefulness of special conditions for credit institutions that are members of banking groups. In particular, the regulator is considering an option of setting the minimum capital requirement of ₽3 billion only for the parent credit institution of a banking group. As for banking group members, new requirements will not apply to them.

In 2027 H1, it is planned to prepare necessary amendments to the Law ‘On Banks and Banking Activities’ so that the new requirements will become effective from 1 January 2028.

In addition, if banks confirm their readiness to form associations based on the Alliance model, the Bank of Russia is ready to discuss the possibility of applying a special approach for its participants. For this, it is necessary to thoroughly prepare the legal framework for such associations, which will require the active involvement of banking community representatives.
