Bank of Russia discontinues register of certified financial market specialists

The regulator will cease to accredit organisations that certify financial market specialists, approve qualification examination programmes for the certification, determine types and forms of qualification certificates, and annul such certificates.

Starting from 20 April 2026, the Bank of Russia will stop:

• accepting for consideration documents for obtaining (renewing) accreditation to certify financial market specialists or documents for reissuing accreditation certificates;
• issuing copies of qualification certificates issued by the Federal Financial Markets Service of Russia or the Federal Securities Market Commission of Russia;
• providing extracts from the register of certified persons (including via the public services portal Gosuslugi);
• accepting for consideration information about certified persons from organisations engaged in the certification of financial market specialists;
• accepting applications for amending the register of certified persons;
• accepting applications for the revocation of accreditation from organisations engaged in the certification of financial market specialists.
