Bank payment agents stop conducting retail customer identification from 3 March 2026

Amendments introduced to anti-money laundering laws, which came into force from 3 March 2026, cancel credit institutions’ right to delegate identification or simplified identification of retail customers to bank payment agents (BPAs).
Starting from this date, BPAs are not allowed to conduct identification under current agreements with credit institutions.
The period of 180 days provided for by law (Clause 2 of Article 3) is needed for credit institutions to bring the agreements signed with BPAs into compliance with the effective legislation. During this period, BPAs should not continue to perform identification functions.
