Paper CMTPLI certificates displaced by online insurance
In 2025, insurers issued nearly 40 million electronic compulsory motor third-party liability insurance (CMTPLI) certificates (including around 9.4 million with an insurance period from one day to three months) vs 14.5 million paper certificates, almost all of which were long-term.
The average price of a CMTPLI policy declined again, including due to the competition among insurers. This resulted in the total amount of CMTPLI premiums edging down to about ₽330 billion.
Overall, the insurance market rose by 6.9% to ₽4 trillion in 2025, largely on account of life insurance. The amount of insurance payments increased by 18.6%, reaching ₽2.5 trillion.
