Households’ over-indebtedness continues to decrease in 2025 H1
In January–June 2025, the number of borrowers using the services of banks and microfinance organisations (MFOs) dropped by 0.2 million to 49.7 million. The amount of outstanding loans also went down to ₽37.8 trillion.
The number of borrowers having three or more loans also declined. However, this group still accounted for almost half of total outstanding household loans. Furthermore, the behaviour of bank customers changed, as they became more focused on repaying their outstanding loans than on taking out new ones.
Concurrently, the tightening of requirements by banks encouraged borrowers to switch to MFOs, which recorded a rise in the number of customers to 13.8 million (+1.7 million over the first six months of 2025). However, starting from 2026, MFOs will have to calculate their borrowers’ debt burden based on either official sources of information about their incomes or the average per capita income according to Rosstat. This will limit risks of households’ over-indebtedness.
