Regulator advises banks to enhance control over identification procedure to counter droppers

Banks are advised to ensure that payment cards issued as part of payroll projects may be activated by their true holders only after their identification is completed. This step is necessary to rule out a possibility of using such cards by ill-intentioned persons, according to the Bank of Russia’s letter.

If a credit institution onboards new clients and issues cards to them via an intermediary, it is advised to make sure that there are all necessary documents prepared for each client, with no forgery.

Moreover, banks are strongly recommended to identify among their offices and units those that are prone to very high risks of opening accounts by droppers, and to enhance control over such offices and units. It is possible to use photo and video recording to verify the physical presence of a person in whose name a bank account is to be opened.
