Risks of misconduct in CMTPLI drop in 37 Russian regions

Over the year since July 2024, the Chechen Republic and the Republic of Dagestan were removed from the high-risk ‘red’ zone, unlike the Novosibirsk Region and the Republic of Ingushetia. The number of regions included in the medium-risk ‘yellow’ zone declined from 18 to 15.

The Bank of Russia has been conducting the monitoring of regional risks of misconduct in compulsory motor third-party liability insurance (CMTPLI) and publishing its results on its website on a quarterly basis since October 2019. The document analyses the frequency of insured events, the average insurance payment, the rolling ratio of insurance payments, and the share of road accidents involving the same cars and drivers. Following the analysis, the regulator classifies the regions into one of the three zones (‘red’, ‘yellow’, or ‘green’), based on the number of scores.

Regional risk levels have been going down, due to cooperation between law enforcement and supervisory authorities and insurers, supported by the Bank of Russia. The said parties take measures to combat misconduct in CMTPLI. As the situation improved, the Republic of Dagestan and the Chechen Republic reported a rise in the number of CMTPLI policies issued over the past 12 months by 35% and 75%, respectively, and a decrease in the number of complaints about inaccessibility of CMTPLI by 57% and 68%, respectively.
