New regulation increases transparency of CCC market
The new procedure for keeping the state register of consumer credit cooperatives (CCCs) and additional requirements for companies working with maternity (family) capital helped reduce the number of unfair practices in the credit cooperative market.
The number of CCCs in 2025 Q1 decreased by 6% to 1,247. As many as 86 CCCs were excluded from the register, of which 45 were excluded for multiple violations of the law.
There were by far fewer cases of fictitious increases in the number of shareholders authorised to work with maternity capital. The number of CCCs operating in this segment stabilised.
Activity in the CCC market continued to go down in 2025 Q1. The amount of loans issued was declining over the past three quarters and approached 2020 levels, totalling ₽13 billion. Following the reduction in new loans, the loan portfolio decreased to ₽45.6 billion. The market concentration is rising, with the top 50 companies accounting for 73% of the total loan portfolio.
