In 2023, an urban working woman aged between 25 and 44 with average income and education became a victim of fraudsters most often.

The Bank of Russia has profiled the victim based on the results of a survey in which over 395,000 people took part. In 2022, the male predominance was insignificant (0.8 pp). In 2023, the female proportion among the victims of cyber fraudsters turned out to be substantially higher (by 11 pp) than the male proportion and equalled 55.5%.

Last year, the number of people that encountered cyber criminals increased with one in ten individuals becoming a victim. Usually, the amount of losses was less than ₽20,000. As a rule, the victims communicated their card data and codes from SMS messages to the fraudsters, or transferred money to the fraudsters themselves. Around a third of fraudsters’ victims whose money had been stolen filed an application with their bank.

According to the respondents, phone fraud (a phone call or an SMS message) remains the most popular form of fraud. Moreover, the number of cases of fraud involving messengers has increased.

The Bank of Russia also determined the level of public satisfaction with the security of banking services, which equalled 66.9%.
