Demand for loan restructuring drops in November
In November, banks granted the persons mobilised for the special military operation (SMO) and their families more than 50,000 loan repayment holidays worth 13.4 billion rubles.
In October—November, loan repayment holidays were granted for 327 loans of small and medium-sized enterprises, which owners had been mobilised, to the amount of 338.8 million rubles.
Concurrently, in November, the Bank of Russia received from individuals about a hundred of complaints and petitions regarding problems in obtaining loan repayment holidays for the SMO participants. Almost 30 such petitions were recognised as justified. In particular, there was a number of cases of setting incorrect loan repayment holiday start dates, as well as refusals to grant such holidays because loans had already been restructured under the bank’s own programme. All discovered violations are investigated and subject to conduct supervision measures.
The total number of applications from individuals for loan restructuring, excluding loan repayment holidays for the SMO participants, decreased by more than 8% in November vs October, and from small and medium-sized businesses — by more than 25%. Over the month, banks restructured 85,000 loan agreements with individuals worth 39.4 billion rubles and 1,900 loan agreements with SMEs worth 25.7 billion rubles.
