Issa Aleksandrovich Pliyev (1903–1979) was a Soviet military commander, army general, twice Hero of the Soviet Union (1944, 1945).

In July 1941, Issa Pliyev was appointed commander of the 50th Cavalry Division. In this function, he participated in the Battle of Smolensk and the Battle of Moscow. In all battles, Pliyev personally led attacks and reconnaissance missions despite his generalship. Thanks to his exceptional skills to manoeuvre in an occupied territory, his division returned across the front line with minor losses. As early as in November 1941, Pliyev was awarded his first Soviet award – the Order of Lenin.

In December 1941, he was appointed commander of the 2nd Guards Cavalry Corps, at the head of which he participated in the defeat of the Nazis on the approaches to Moscow. He saw action near Kharkov, on the Don, and near Stalingrad. After the Battle of Stalingrad, in May 1943, Pliyev was appointed deputy commander of the Steppe Military District, which was transformed into the Steppe Front a month later. In this capacity, he took part in the Battle of Kursk and the liberation of the Ukrainian SSR. From November 1943, he headed the 4th Guards Cavalry Corps. In the battles in Right-bank Ukraine, cavalrymen under Pliyev’s command encircled and defeated the Wehrmacht’s 6th Army, crossed the Southern Buh and, jointly with other units, liberated many major population centres, including Odessa. For this, Pliyev was awarded the title of Hero of the Soviet Union on Marshal Aleksandr Vasilevsky’s recommendation.

Pliyev took part in the liberation of Hungary and Czechoslovakia, as well as in the Soviet-Japanese War. During the Far East campaign, he commanded the cavalry-mechanised group of the Transbaikal Front, participated in the crossing of the Greater Khingan Range and battles near Mukden. For outstanding military achievements in those battles, Pliyev received his second Gold Star Medal of the Hero of the Soviet Union.
