Judicial Worker’s Day is celebrated in Russia every year on November 5. The holiday commemorates the issuance of the 1723 Decree ‘On the Form of the Court’ by Peter the Great, Emperor of All Russia. The Decree established new rules for judicial proceedings. It defined the court procedure for hearing cases and specified that civil cases and most criminal cases must be heard with the direct participation of both parties. Furthermore, the Decree contained provisions on the court’s actions for summoning plaintiffs or defendants, as well as on the court’s right to apply coercive measures, such as arrest, to the parties.
