The 100th Anniversary of the Illegal Intelligence
Obverse
a relief image of the National Coat of Arms of the Russian Federation and a semicircular inscription above it along the rim: ‘РОССИЙСКАЯ ФЕДЕРАЦИЯ’ (RUSSIAN FEDERATION) framed with paired diamonds on both sides, under the coat of arms there are the chemical symbol of the metal and fineness on the left and fine metal content and the mint trade mark on the right, at the bottom in the centre, in three lines, there is an inscription: ‘БАНК РОССИИ’ (BANK OF RUSSIA), the coin denomination: ‘3 РУБЛЯ’ (3 RUBLES), and the year of issue: ‘2022 г.’ (2022).
Reverse
a relief image of the monument in honour of Russian intelligence officers ‘Отечество, доблесть, честь’ (Fatherland, Valour, Honour) against the background of the image of the main entrance to the headquarters of the Russian Foreign Intelligence Service; there are relief inscriptions along the rim: ‘БЕЗ ПРАВА НА СЛАВУ ВО СЛАВУ ДЕРЖАВЫ’ (WITHOUT THE RIGHT TO GLORY FOR THE GLORY OF THE STATE), ‘УПРАВЛЕНИЕ С’ (DIRECTORATE S), ‘100 ЛЕТ’ (100 YEARS), ‘СВР РОССИИ’ (RUSSIA’S SVR) separated by the images of a small emblem of the illegal intelligence service and a laurel branch.

On 28 June 1922, the Collegium of the Main Political Directorate under the People’s Commissariat for Internal Affairs (NKVD) of the Russian Soviet Federative Socialist Republic (RSFSR) approved the regulation on the foreign intelligence branch of the Foreign Department (INO). The regulation stipulated the functions of the Foreign Department and the main areas and methods of its work. According to this document, the INO foreign intelligence branch was the organisational centre combining all management and control of foreign intelligence and counter-intelligence operations. The document provided for the use of undercover agents in foreign states as an additional tool for solving the tasks of the intelligence service.
