On 8 December 1999, Russia and Belarus signed the Union State Treaty to establish the Union State as a new stage in uniting the peoples of the two countries into a democratic state governed by the rule of law. The action plan for its implementation determines the main areas and stages of the integration process, which include introducing a single currency, integrating the energy and transport systems, creating a common customs and economic space, and enhancing cooperation in science, education and culture, foreign policy, defence and security.
