The history of Perm began from the start of the construction of the Yegoshikha Copper Smelter (4 May 1723). The plant was located in the bed of the Yegoshikha River – the place was chosen by Vasily Tatishchev.

After the Perm lower mining management was transferred to Yegoshikha, the authorities opened an arithmetic school and a language school in the settlement that taught officers for state-owned mining plants, and a hospital. In 1735, roads from the smelter to Solikamsk and Okhansk were built. Several years later, the construction of the Siberian Trakt was launched. All this strengthened the administrative and cultural role of the smelter and the settlement around it.

In 1757–1764, the first stone buildings were constructed, namely the stone Saints Peter and Paul Church with the Aisle of Saint Catherine the Great Martyr, the office of the smelter, the administrator’s house, and the guard house.

On 20 November 1780, Empress Catherine the Second ordered to establish the city of Perm.
