The Crimean Peninsula was integrated in the Russian Empire in 1783, following the Russo-Turkish War of 1768-1774. The territory was intensively developed and new towns were built. In 1784, the port of Sevastopol was founded to become the homeport of the Black Sea Fleet. In 1954, the Soviet leadership decided to transfer the Crimean region to the Ukrainian SSR. After Ukraine gained independence in 1991, the peninsula remained its part as an autonomous Republic of Crimea. On 16 March 2014, the Crimean population determined the future of the peninsula at the referendum. In the follow-up to the referendum, and following the request of the authorities of the Republic of Crimea and the city of Sevastopol, on 18 March 2014, an agreement on their integration in the Russian Federation was signed in Moscow. The respective constitutional law came into force on 21 March 2014.
