The Institute of Legislation and Comparative Law under the Government of the Russian Federation is the oldest comprehensive centre of legal science engaged in a wide range of theoretical and applied research.

The Institute was established back in spring 1923 when, at the first organisational meeting in the House of Scientists, the commission was formed to ‘explore’ criminals. On 11 June 1923, the Presidium of the Moscow City Council approved the resolution to create the Bureau for the Study of the Criminal Personality and Crime that was the first one in Russia. As a result of its successful activities, this Bureau became the basis for the establishment of the State Institute for the Study of Crime and the Criminal. It opened on 1 October 1925 and soon became the country’s main criminological centre.

The Institute was renamed in 1991 and, since 1993, it has been reporting to the Government of the Russian Federation. The Institute is responsible for studies aimed at ensuring legal support for the activities of the Government and for scientific exploration of draft laws suggested by the Government as legislative initiatives.

In accordance with its Charter, the Institute shall participate in the planning of law-drafting activities of the Government of the Russian Federation, the development of draft federal laws, and scientific legal examination of concepts and drafts of federal laws, as well as other legislative acts under consideration at the Government of the Russian Federation. Providing scientific and legal support for the activities of the Government of the Russian Federation and other supreme state authorities, the Institute prepares over 2,250 expert reports and analytical materials annually.
