Evgeny Ivanovich Lamansky (1825–1902) was a prominent Russian statesman during the period of Great Reforms. He took part in drafting documents of the Peasant Reform and played a key role in the foundation of the State Bank and the establishment of the national banking system.
E.I. Lamansky drafted the first charter of the State Bank. Being a member of various government committees, he participated in the discussion of many issues related to cash circulation and the development of banks and Russia’s economy as a whole. As the Governor of the State Bank between 1867 and 1881, E.I. Lamansky did his best to support the growth of lending to the economy, including banks and railroads. The branch network of Russia’s main bank grew considerably, thereby facilitating access to affordable credit. Lamansky initiated the introduction of modern bank accounting and cheque circulation.
E.I. Lamansky was a corresponding member of the Russian Academy of Sciences, the chairman of the Russian Geographical Society (since 1861), a member of the Free Economic Society as well as a corresponding member of several foreign scientific societies. His works on the history of cash circulation and banks in Russia were highly appreciated by his contemporaries and remained in demand in the academic community for a long time.
