The Bank of Russia issued Ordinance No. 3701-U, dated 29 June 2015, ‘On the Procedure for Sending Inquiries to the Central Catalogue of Credit Histories and Receiving Information from It via a Notary’ registered with the Ministry of Justice of the Russian Federation on 27 July 2015 under No. 38188 (hereinafter, the Ordinance).

The Ordinance is a new version of Bank of Russia Ordinance No. 2214-U, dated 14 April 2009, ‘On the Procedure for Sending Inquiries by Credit History Makers and Credit History Users to the Central Catalogue of Credit Histories and Receiving Information from It via a Notary’ and results from amendments to the Federal Law ‘On Credit Histories’ effective since 1 March 2015.

The Ordinance expands the list of persons capable of sending inquiries to the Central Catalogue of Credit Histories and receiving information on credit history bureau holding the credit history of a credit history maker via a notary. Previously, inquiries were sent by credit history makers and credit history users. Pursuant to the Ordinance those eligible to claim the inheritance (inheritors) are entitled to send inquiries in the framework of the inspection of inherited property held by a notary when performing notarial actions to issue a certificate of inheritance.
