The provisional administration of Open Joint-stock Company Commercial Volga-Credit Bank appointed by Bank of Russia Order No. OD-3739, dated 30 December 2014, due to the revocation of its banking licence, while compiling the register of the bank’s obligations to its depositors, revealed evidence of a difference between the real balances of depositors’ accounts and information from the accounting statements received by the provisional administration from the bank’s former management. This difference totals around 1.5 billion rubles, making about one-third of the obligations to depositors and individual entrepreneurs shown in the official statements of the bank.

More than 1,200 depositors of OJSC VCB filed applications with objections to the amount of due payments to the provisional administration.

The provisional administration received more than 1,200 applications from depositors who disagreed with the amounts of due payments.

The bank failed to submit to the provisional administration a complete set of documents confirming the legality of operations to withdraw funds from depositors’ accounts, which may be indicative of fraudulent actions with customers’ funds committed by the former management of the bank.

Depositors who do not agree with the amounts of due payments on their deposits or who are not included in the register of payments, may file objections to the amounts of compensatory payments to the agent bank (OJSC Sberbank of Russia or CB Renaissance Credit LLC) for further forwarding to the state corporation Deposit Insurance Agency (hereinafter, the Agency), or may send their applications with objections themselves by post (address: 109240, Moscow, Verkhni Taganski tupik, 4) with the enclosure of the originals or properly certified copies of documents confirming the validity of depositors’ claims, namely: banking deposit/account agreement, credit order, etc. (application sample is published on the official website of the Agency at www.asv.org.ru).

The Bank of Russia submitted information on the financial transactions bearing the evidence of criminal offence conducted by the former management and owners of OJSC VCB to the General Prosecutor’s Office of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation for consideration and procedural decision making.
