Banking Regulation Review: near-term plans and implemented initiatives

The Bank of Russia continues to improve regulation to boost banks’ resilience and reduce risks to their creditors and depositors. By the end of 2026 Q1, the regulator plans to finalise the amendments that will help factor misconduct risk into the assessment of banks’ financial position. Furthermore, market participants will be presented with new approaches to regulating banking groups, designed to make the assessments of their risks more precise.
The key initiatives that have already been implemented are as follows:
- Since 30 October 2025, systemically important credit institutions have been subject to the national liquidity coverage ratio (LCR), adjusted using the data from Russian banks, replacing the Basel LCR.
- Requirements for banks’ financial resilience recovery plans have been updated and will become effective from 1 January 2026. The parameters of stress scenarios have been detailed, and the indicators for initiating financial resilience recovery measures have been established, making it possible to identify banks’ problems before their position severely deteriorates.
- The supervisory stress testing concept has been published for discussion with banks: new procedures and approaches to evaluating testing results have been designed to encourage banks to realistically assess their capital cushions in stress conditions to enhance their financial resilience.
- The updated requirements for internal capital adequacy assessment processes (ICAAP) have been published for regulatory impact assessment (RIA). The innovations will make it easier for banks to prepare ICAAP reports and allow them to employ a more risk-based approach to calculating their capital adequacy ratios.
- The risk-sensitive limit calculation method has been published for RIA to regulate banks’ investments in immobilised assets (including in ecosystem business).
