Bank of Russia changes rules for buying certain foreign securities by non-qualified investors
Beginning on 1 April 2023, the Bank of Russia changes the rules for purchases by non‑qualified investors of friendly issuers’ securities if they are recorded in an unfriendly depository. This is the decision made by the Bank of Russia.
A broker may execute a client’s order only upon notifying the client of a possible subsequent blocking of these securities. The broker may either send a push notification to the client prior to every transaction or inform the client only once about the purchase rules to receive the client’s consent to the risk.
In addition, from 21 March 2023, the Bank of Russia suspends the admission to trading at PJSC SPB Exchange of new foreign securities permitted for non-qualified investors if these securities are recorded in an unfriendly depository.
