Repayment holidays for nearly 168,000 loans granted to servicemen and their family members in 2022

From late September through 31 December 2022, participants in the special military operation (SMO) and their family members were granted repayment holidays for 12,800 bank loans in the amount of 63.6 billion rubles, including 5 billion rubles in December.

Besides, in October—December 2022, mobilised owners of small and medium-sized businesses received repayment holidays for 400 loans worth 395.5 million rubles.

Last year, servicemen and their family members submitted almost 1,000 complaints about refusals to provide loan repayment holidays or write off their debts. Approximately 10% of the complaints were recognised as justified, including those about setting incorrect duration for holidays, errors in interest accrual, or money debiting after holidays had already been granted. The problems were largely caused by the need to update and reconfigure the software, train employees, and amend the instructions and policies. The Bank of Russia held supervisory meetings with creditors and sent individual recommendations on how to eliminate the violations.

Excluding the loan repayment holidays granted in connection with the SMO, the number of loan restructuring applications from individuals edged up only slightly (by 2%) in December, as compared to November, and that from small and medium-sized enterprises (SMEs) remained nearly the same. Over the month, banks restructured 77,700 retail loan agreements totalling 35.6 billion rubles and 2,800 SME agreements worth 64 billion rubles.
