Obverse
in the center — the Emblem of the Bank of Russia [the two-headed eagle with wings down, lower — the semicircular inscription — «БАНК РОССИИ» (BANK OF RUSSIA)] framed by a circle of dots and inscriptions along the rim: at the top — «ДВАДЦАТЬ ПЯТЬ РУБЛЕЙ» (TWENTY FIVE RUBLES), at the bottom — the year of issue «2001», the letters to the left indicate the metal sign and the fineness, to the right — the fine metal content and the mint trade mark.
Reverse
to the left — a portrait of Nicolai I in an oval, lower — the facsimile signature of the Emperor, to the right — a scroll with inscriptions in six lines: «УКАЗЪ ОБЪ УЧРЕЖДЕНИИ СБЕРЕГАТЕЛЬНЫХЪ КАССЪ» (DECREE ABOUT FOUNDING THE SAVINGS-BANKS), «30 ОКТЯБРЯ 1841 ГОДА» (OCTOBER 30, 1841). At the top — the buildings of the State Savings-Banks and the St. Petersburg Loan Treasury, above it — the inscription on a ribbon: «САНКТЪ-ПЕТЕРБУРГЪ» (SAINT PETERSBURG), at the bottom — the Emblem of Russian savings-banks (a hive with flying bees around it, and the abundance horn filled with coins), the inscription along the rim: «СБЕРЕГАТЕЛЬНОЕ ДЕЛО В РОССИИ» (THE SAVINGS-AFFAIRS IN RUSSIA).

The Decree of the Emperor Nikolai I from October 30, 1841 marked the beginning of founding the first savings-banks in Russia. The savings-affairs, being one of the oldest trends in the activities of credit institutes of Russia, make it possible for citizens of the country to organize their monetary savings and to form the long-term resources for crediting the real sector of the Russian economy.
