Number of regions with high risks of CMTPLI fraud more than halves

As of the end of 2023, the group of regions with elevated risks of fraud under the compulsory motor third-party liability insurance (CMTPLI) no longer included the Kabardino-Balkarian Republic, the Republics of North Ossetia — Alania, Buryatia and Khakassia, the Primorye and Khabarovsk Territories, as well as the Irkutsk Region.

The Bank of Russia has been conducting the regional monitoring of risks of unfair practices in the CMTPLI segment since October 2019. The results of this work are published on the regulator’s website on a quarterly basis. The document looks into such indicators as the frequency of insured events, the average insurance payout and its ratio. Based on the findings of this analysis and depending on the number of scores received, regions are referred to one of the three zones: red, yellow or green.

Regions may leave the red zone thanks to their efforts to combat unlawful practices which were identified following interagency regional meetings held by the Bank of Russia.

As of 1 January 2024, the Republics of Dagestan and Ingushetia, the Karachayevo-Circassian and Chechen Republics, and the Novosibirsk Region remained in the red zone.
