The Bank of Russia publishes the comparison table for rating scales of Russian credit rating agencies included in the register of credit rating agencies.

As credit rating agencies currently lack sufficient historical data on defaults, the comparison of credit ratings is possible based on the defined rating categories of the rating scales of Russian credit rating agencies, and also based on the practice of assigning credit ratings to individuals or bonds by Russian credit rating agencies.
The credit rating represents a credit rating agency’s opinion on the ability of a rated entity to fulfil its financial obligations and assess the level of credit risk of the issuer in general or for its individual obligations. At the same time, a credit rating cannot and should not be the only way to assess credit risk. However, if there is no possibility to independently analyse the creditworthiness of a borrower or an issuer, a credit rating is an unbiased judgement that can help the investor or lender make a decision.
The comparison of the rating scales of Russian credit agencies makes it possible to compare the rated entities that have ratings from various credit rating agencies.
