Bank of Russia centralises banking regulation and analytics

Effective 1 December, the Banking Supervision Support Department merges with the Banking Regulation Department. The new Bank of Russia division is called the Department of Banking Regulation and Analytics (DBRA).

The merger of the two departments will help develop approaches to improving regulation based on the monitoring of banking sector risks and comprehensive market analysis. This will help adapt the regulation to the maturity level of the Russian banking system and its objectives. 

The decision is also intended to streamline the organisational structure and improve operating performance.

The new department will focus on the following key tasks:

  • analysis of credit institutions’ risks, including through stress testing;
  • regulation of banking activities, including based on analysis of current and potential risks;
  • publication of analytical reports on the banking sector;
  • methodological and information support of banking supervision.

The new department will be led by Alexander Danilov, who currently heads the Banking Supervision Support Department, and will be supervised by Dmitry Tulin, First Deputy Governor of the Bank of Russia.

Alexey Lobanov, Director of the Banking Regulation Department, is leaving the Bank of Russia.

‘During his tenure at the Bank of Russia, Alexander Danilov has delivered considerable improvements in the quality of banking sector analytics, successfully managing some key regulatory projects, such as the regulation of banking ecosystems. I am confident that he will successfully organise the operations of the new department.’
