Review of financial market regulation: green bonds

Financing of ecological projects became a special topic of the fourth issue of the Financial Market Regulation Review. The review analyses green financing sources and instruments namely green banking and green bonds. In particular, the review covers Green Bond Principles worked out by the International Capital Market Association (ICMA) in cooperation with the non-financial organisation Climate Bonds Initiative. It also gives coverage to the global introduction experience of this instrument and factors which restrain its development.

The review also deals with the Single Programming Document of the European Insurance and Occupational Pensions Authority (EIOPA) with basis strategic directions of its activity in 2017-2019. The issue informs about the publication by the Basel Committee on Banking Supervision of recommendations for use of banking supervision principles to increase financial inclusion. The section Current Trends covers information on the report by the International Organisation of Securities Commissions (IOSCO) on regulatory approaches to corporate governance in emerging markets.

Besides, the issue covers the IOSCO report on the implementation of post-crisis recommendations for securities market in G20 countries. The level of recommendation implementation in several key spheres such as hedge funds, structured products and securitisation, supervision over credit rating agencies, measures to protect market efficiency and integrity, supervision over markets of commodity derivatives and their regulation was assessed.
