New rules for DFAs purchases by investors

Starting from 2026, a revised classification of digital financial assets (DFAs) available to qualified and non-qualified investors will come into effect.

Non-qualified investors will be able to freely purchase the most popular DFAs, specifically those with payouts independent of any variable indicators, provided that such assets are of high credit quality. These DFAs also include debt assets.

Furthermore, this category of investors will also have access to DFAs with returns linked to the dynamics of understandable indicators such as inflation, the key rate, and the prices for precious metals or stocks – within the limit of ₽600,000. These instruments must also have a high credit rating. Moreover, some of them must offer capital protection, guaranteeing the return of the initial investment amount.

The procedure for calculating the annual limit has also been updated: if digital rights are redeemed or sold within a year, their owner has the right to purchase additional DFAs up to the amount of proceeds received.

The permissible rating levels for DFAs or their issuers will be established by a decision of the Bank of Russia Board of Directors.

DFAs carrying elevated risks will be available only to retail investors having the ‘qualified’ status.

Legal entities will be able to acquire digital rights with almost no restrictions. The sole exception will be DFAs linked to securities that are intended for qualified investors only.
