Bank of Russia cancels three-year inspection frequency from 2026

The regulator has amended the instruction on the procedure for inspecting supervised entities. The Bank of Russia will no longer conduct inspections every three years, which is one of the main changes.
Specifically, this is applicable to credit institutions, non-governmental pension funds, trading organisers, payment system operators, credit history bureaus, large insurers, and professional securities market participants.
The amendments to the Bank of Russia instruction will become effective on 31 October 2025. From 2026 H1, inspections will only be carried out based on the assessment of risks and the specifics of activities of each particular financial market participant.
