Heirs granted six-month relief from fines for relatives’ delinquent loans

From 1 September 2025, banks and microfinance organisations will be prohibited from charging any fees, penalties, or fines for outstanding loans of dead borrowers while their heirs are going through the inheritance process. The relevant law has been adopted by the State Duma.
The ban will be effective for six months, unless a different period of succession to the inheritance is stipulated by law or a court ruling. The ban is applicable to both consumer loan and microloan agreements and mortgages of a dead borrower.
